Martín Rama is a consultant for the Equitable Growth, Finance, and Institutions Vice Presidency at the World Bank in Washington, DC, and a Senior Economic Advisor for EnCity Group in Singapore. He served as the Chief Economist for the Latin America and Caribbean region of the World Bank from 2019 to 2021 and as the Chief Economist for its South Asia region (based in Delhi) from 2013 to 2018. Previously he was the Director of the World Development Report (WDR) 2013, on Jobs. The WDR is the annual flagship report of the World Bank and an important publication in the area of development economics. The Jobs report is built on new research, in-depth case studies, and extensive consultations. It led to the compilation of a massive new database of labor indicators across countries. From 2002 to 2010, Over the previous eight years, until 2010, Rama was the Lead Economist for Vietnam, based in Hanoi. In this capacity, he oversaw the World Bank program in the country in areas related to economic policy and poverty reduction. He was also the focal person in the policy dialogue with the government in relation to economic reforms and led a series of annual policy lending operations co-financed by a dozen donors. Between 2007 and 2009, he also served as the acting Country Director for the World Bank in Vietnam. In parallel with his World Bank duties, from 1990 to 2005 he was a visiting professor at the graduate program in development economics at the Université de Paris I. Martín Rama is also widely known for his special love for Hanoi in particular and Vietnam in general. He is the author of a Bui Xuan Phai award-winning book - Hanoi Promenade and another book inspired from Hanoi - For the Love of Hanoi, in which he presents a progressive view on how heritage conservation fully blends with economic development. He is also the author of a research paper Making Difficult Choices: Vietnam in Transition based on a year of conversations with Mr. Vo Van Kiet.
